It's pretty obvious from the position of the arms and legs. Unless it was to emphasize that a person is to run away from radiation, not run in place, or dance around it.

So this is the product of a five-year project conducted in 11 countries, employing various "human factor experts," graphic designers, and radiation experts, then tested on 1,650 individuals? Good grief. I can't imagine the bureaucracy involved in a project like this. They should have just had a call for entries from the major graphic design schools. And 21 years after Chernobyl? Better late than never, right?
